It is a shithole. I lived there for six months. But. It does have a nice little underground scene--for what it is--in the downtown Chinatown area. They try, at least. Lots of art and music venues, and a good number of festivals.
I ended up spending most of my time taking the bus up to the Northshore, which is a different breed of shithole (the socioeconomic sort), but is infinitely more aesthetically pleasing.
